It was led by President Matthew DeMore, 1939-1961. District 54 was known for its progressive social philosophy and it set the standards on issues of medical insurance, pension plans and other benefits which were models for other unions. District 54 also initiated several cooperative programs for its members, including the Cleveland Homes Committee to provide low cost quality housing, the Co-op of Cleveland, a consumers' cooperative, and the Union Eye Care Center. He graduated from East Technical High School in 1929, and earned a degree in architecture at Western Reserve University in 1934. After working for Warner & Swasey during World War II, he went into private practice in 1947. Some of his clients included Case Institute of Technology (later Case Western Reserve University), Cleveland Metropolitan Housing Authority (CMHA), Fenn College (later Cleveland State University), Cleveland Public Library, the Cleveland Board of Education (Adlai Stevenson School), Warner & Swasey, and Motch & Merryweather.
